Second set of measures of the Government of the Republic of Croatia due to coronavirus pandemic

At the meeting of the government of the Republic of Croatia held on 2 April 2020 the second set of measures to assist the economy in preventing the effects of the coronavirus epidemic was presented. The new set of measures covers the following areas:

  1. Preservation of jobs and contributions  
  • Increase of compensation of the Croatian Employment Agency for employees in areas and sectors experiencing financial difficulties from HRK 3.250 to HRK 4.000 in April and May 2020
  • Employers using subventions form the Croatian Employment Agency for preservation of jobs in sectors hit by the coronavirus will be exempted from payment of corresponding contributions.
  1. Taxes and contributions
  • Obligation of VAT payment can be postponed up to the moment of collection of funds of issued invoice
  • Imports may require disclosure of VAT obligation without its actual payment
  • Entrepreneurs experiencing significant impossibility, difficulties or prohibition of work will be partially or entirely exempted from the payment of public charges for the period from April to June 2020  
  1. Submittal deadlines for annual financial statements for 2019
  • Submittal deadline for annual financial statements for 2019 will be postponed to 30 June 2020
  • Payment obligation of fee to the Financial Agency (FINA) for the publication of the annual financial statements for 2019 is cancelled and
  • Amendments to the Accounting Act have been suggested based on which the Finance minister might, under special circumstances, prolong deadlines for:
  • Delivery of data for statistical and other purposes
  • Submittal of audit reports to the Financial agency for the purpose of publication of annual financial statements
  • Submittal of special non-financial reports
  • Submittal of declaration of inactivity

Important note: Details of implementation of governmental measures will be announced in by-acts once the proposals are submitted for adoption in the parliamentary procedure.
